Issue an agent_onboarding API key for an existing agent, so the agent can submit merchant applications programmatically.

The agent must already exist as an active user with the agent role. This call issues a credential; it does not create the agent. The key is pinned to your tenant and must have an expiry.

The agent's role and status are checked on every request, so demoting or deactivating the agent stops the key working immediately.

Available to tenant admins and Zenoz staff.
