Turn down an ISO manager's request to add a new agent.

A reason code is required, and a note is required when the reason is other. No invitation or user is created, and the person's email is blocked in the tenant so they can't be requested again until Zenoz staff lifts the block. The ISO manager is told only that the request was not approved.

Available to tenant owners and admins for their own tenant.
