List the merchants on your tenant, a page at a time.

Use cardSetup to show only merchants at a given card-setup stage (not_started, in_progress, ready or blocked). It uses the same rule as GET /v1/merchant/cocoon/setup-status, and pagination.total counts every match, not just the current page.

With cardSetup, at most 5,000 merchants can be checked after your other filters are applied. Above that, the request fails with 422 CARD_SETUP_FILTER_TOO_BROAD. Narrow it with status, risk_tier or mcc.
